Installing pavers over existing concrete is technically possible in Ottawa, and it can save significant demolition costs, but it comes with conditions that are more demanding here than in warmer climates. Ottawa's extreme freeze-thaw cycling puts unique stress on overlay installations, so the existing concrete needs to meet specific criteria before you commit to this approach.
The concrete slab must be structurally sound with no major heaving, significant cracking, or ongoing settlement. Hairline surface cracks are generally fine, but if sections have lifted or dropped more than half an inch relative to each other, that movement will telegraph through the pavers within a season or two. Ottawa's Leda clay subsoil is notorious for differential settlement, so slabs poured without adequate granular base often develop this problem. Drainage is the single biggest concern with an overlay installation in Ottawa. A freestanding paver patio on granular base drains through the joints and base material naturally.
