Do permeable pavers eliminate the need for a drainage system in Ottawa?

Permeable pavers reduce the amount of surface runoff your patio generates, but in Ottawa's climate and soil conditions, they do not eliminate the need for a drainage system. Understanding why requires looking at how permeable pavers work and where Ottawa's environment creates limitations that the pavers alone can't overcome.

Permeable paver systems allow water to pass through the paver surface — either through the paver material itself (porous concrete or sintered aggregate) or through widened joints filled with small aggregate (open-joint systems). The water filters down through a bedding layer of small clear stone, into a deep reservoir base of large clear stone, and ideally percolates into the native soil beneath. In sandy or loamy soils with infiltration rates above 25 millimetres per hour, this system can handle most rainfall events without any additional drainage infrastructure.

Ottawa's Leda clay changes that equation fundamentally. With infiltration rates of 1 to 5 millimetres per hour, the native clay beneath the reservoir base acts as a near-impermeable barrier. The underdrain connects to a pop-up emitter in the yard, a daylight outlet on a slope, or in some cases the municipal storm system, depending on local requirements and lot grading.

Winter performance is another Ottawa-specific consideration. Permeable pavers handle freeze-thaw cycles well structurally — the open-joint design accommodates expansion and contraction better than tight-joint interlock — but the pores and joints can become partially blocked by winter sand and salt residue. Annual spring maintenance, including vacuum sweeping the joint aggregate and replacing any that's been displaced, is essential to maintain infiltration rates. Without this maintenance, a permeable paver patio in Ottawa can lose 50% or more of its infiltration capacity within a few years, effectively behaving like a conventional impervious surface.

There's also the practical matter of snow clearing. Plowing or heavy shovelling can dislodge the small aggregate in open-joint systems. Most Ottawa homeowners with permeable paver patios use a plastic-edge shovel and avoid mechanical snow blowers directly on the surface. Salt use should be minimized — calcium chloride is less damaging to the joint aggregate than rock salt, and sand should be avoided entirely as it clogs the pores.

Permeable pavers are a worthwhile choice for Ottawa patios, particularly on properties where reducing stormwater runoff is a priority or where the patio design doesn't easily accommodate traditional surface slope. But they work best as part of a complete drainage system that includes an underdrain and proper discharge — not as a standalone replacement for drainage planning.
