The reason comes down to how our ground behaves through 50 or more freeze-thaw cycles every winter. A granular base made of Granular A (also called crusher run or 3/4-inch minus) compacts into a dense, stable layer while still allowing water to drain through rather than pooling beneath your pavers. When that trapped water freezes in January at minus 25 or colder, it expands and pushes everything upward. A well-draining granular base minimizes this heaving by letting moisture escape before it becomes a problem.

A concrete base, by contrast, is rigid and non-permeable. While it sounds like it should be stronger, it actually creates issues specific to Ottawa conditions. Water that migrates beneath or alongside a concrete slab has nowhere to go, and when it freezes, it lifts sections unevenly. You end up with cracked concrete underneath your pavers, which defeats the entire purpose of having a flexible paver system. Pavers are designed to move slightly as a unit through freeze-thaw cycles and then resettle. A concrete base fights against that natural flexibility.
